Who is Charmander?
Charmander carries the single most affecting piece of design in the original games, and it is one line of Pokédex text: the flame on its tail indicates its life force, and if that flame goes out, it dies. Nothing in the mechanics enforces this. It is pure characterisation, and it converts a starter lizard into something a child feels responsible for. The animated series took it literally in an early episode where an abandoned Charmander sits in the rain guarding a dying flame, which is routinely cited as the moment the show proved it could do more than battles. As a starter it also sits at the harder end of the original games — the first two gyms are both unfavourable matchups — which made choosing it a small statement of intent among players.
