Harvey Comics built a catalogue on an unusual proposition for the period: supernatural characters aimed squarely at very young children, with the frightening parts removed. Ghosts, witches and devils appear throughout the line, and in every case the joke is that they are gentle — Casper does not want to haunt anyone, Wendy is a witch who refuses to curse people, Hot Stuff is a small devil with a pitchfork and no malice.

That inversion gave the publisher a niche nobody else wanted in the 1950s and 1960s, and it is the reason its characters still work as Halloween merchandise for children too young for anything genuinely scary.
The whole line runs on one inversion: supernatural characters with the menace deliberately removed, for an audience too young for the real thing.
